While Quest Visual’s Word Lens is being purchased by Google, that app is available for free (instead of the $4.99 per language In-App purchase)
for Google Glass, Android and iPhone.
Make sure you download all of the languages you may be interested in at some point!
Once downloaded it works offline.

Just like Google translate which informs some of this work, none of these apps are perfect; they are more of a crutch (un dépannage, in French) than anything 100% reliable but they can be a fun ice-breaker.
At this point in time, Hebrew/English is not available. This is what Word Lens has: English-to-Spanish/Spanish-to-English & English-to-French/French-to-English & English-to-Italian/Italian-to-English & English-to-German/German-to-English/English-to-Portuguese/Portuguese-to-English, and now in 2014: English-to-Russian/Russian-to-English.
